Mr. Chang Min LEE is a partner at D&A LLC. His practice is primarily focused on Corporate, Environmental, Social & Governance (ESG), Mergers & Acquisitions, Finance & Restructuring, Artificial Intelligence, and Data Security.

Mr. Lee has extensive experience advising clients on corporate and financial matters. His practice includes advising on the registration and operations of private equity fund (PEF) general partners and general private collective investment business entities, investments by asset management companies through private funds, acquisitions of internet banks and trust companies through private equity investments, as well as mergers and acquisitions and joint ventures. He has also provided a broad range of financial regulatory advice, including regulatory responses, to inquiries and examinations involving financial institutions. In addition, Mr. Lee has represented major construction companies in construction and real estate-related disputes and has advised clients on various construction and real estate matters. He has also advised and represented specialized credit finance companies, mutual savings banks, and other financial institutions in connection with a wide range of financing transactions and disputes, giving him a comprehensive understanding of the financial services industry.

He has also conducted extensive academic research in constitutional law at Seoul National University Graduate School. His master's thesis examined the constitutional dimensions of the right to informational self-determination, focusing on achieving an appropriate balance between the protection and utilization of personal information. While pursuing his LL.M. at the University of Washington School of Law in 2019, he wrote and published academic articles introducing the California Consumer Privacy Act (CCPA) and examining U.S. legal approaches to facial recognition technology. Building on this research, he has advised leading Korean credit information companies, data management institutions, and corporate privacy departments on privacy and data protection matters. He has also participated in presentations and panel discussions hosted by the Personal Information Protection Commission and the Constitutional Court of Korea. He currently serves as a member of the Insurance Information Network Committee of the Korea Insurance Development Institute, where he reviews and deliberates on matters concerning the protection and use of personal and credit information in the insurance industry.

In 2026, Mr. Lee earned his Ph.D. in Constitutional Law from Seoul National University, with a dissertation entitled A Constitutional Study on Shareholders' Rights. His dissertation examined shareholders' rights and corporations from a public law perspective, challenging the traditional view that such matters belong exclusively to private law. Through an analysis of the history of corporations and theories of corporate law, he examined the constitutional principles underlying the formation of legislation governing shareholders' rights and analyzed constitutional issues arising from recent amendments to the Korean Commercial Act. Based on this work, he continues to examine corporate law issues from constitutional and public law perspectives while exploring ways to promote a corporate governance system that fosters private innovation while serving the public interest.

Mr. Lee also maintains a strong academic interest in science and technology, artificial intelligence, and data technologies from a constitutional law perspective. He has published numerous articles on artificial intelligence and the public law regulation of emerging technologies in leading Korean academic journals, including publications by the Seoul National University Center for Law and Technology, the Korean Lawyers Association Journal, and the Korean Journal of Constitutional Law. Through this work, he strives to apply his legal scholarship with practical solutions that address the evolving needs of businesses.
