Special Act for Korea–U.S. Strategic Investment Management Passes National Assembly with Bipartisan Support… Laying Groundwork for USD 350 Billion U.S. Investment
Special Act for Korea–U.S. Strategic Investment Management (the “Special Act”) was passed at the plenary session of the National Assembly with bipartisan support on March 12.
This comes 106 days after Korea and the U.S. signed a memorandum of understanding (MOU) for strategic investment totaling USD 350 billion and the ruling Democratic Party of Korea proposed the special bill in November last year.
The key provision of the Special Act is the establishment of the Korea-U.S. Strategic Investment Corporation to facilitate investments in the U.S. in accordance with the bilateral MOU. The total investment is set at USD 350 billion, of which USD 150 billion will be concentrated on "Make American Shipbuilding Great Again (MASGA)” project and USD 200 billion will be allocated to industries that strengthen the economic and national security interests of both countries, including semiconductors, nuclear power, secondary batteries, and biotechnology.
The fund will be financed through capital contributions from the corporation, entrusted assets with prior consent of trustee institutions, and proceeds raised through the issuance of Korea–U.S. strategic investment bonds. The fund will be used for making capital contributions and investments in investment vehicles designated by the U.S. administration, as well as for providing loans and guarantees to support cooperative investments in the shipbuilding industry.
Having passed the State Council on the 17th, the Special Act will take effect three months after promulgation. However, the government plans to begin preliminary reviews of candidate projects for investment in the U.S. even before the law comes into force.
