September Regular National Assembly Session Just Around the Corner: Standoffs Across Standing Committees Expected to Continue

With the regular session of the National Assembly just one week away, the National Assembly appears to be stepping up preparations for its opening. As the ruling and opposition parties have been locked in prolonged disputes over the composition of the National Assembly for the second half of the year and key issues before individual standing committees, a tense standoff between two parties is expected to continue throughout the regular session.

The regular session of the National Assembly usually opens on September 1 and runs for approximately 100 days, during which major legislative activities, including interpellation sessions, parliamentary audits, and budget deliberations, are conducted.

The parliamentary audit is expected to draw particular attention. During the audit, the legislative branch reviews the administration’s performance and activities over the past year. This year’s audit is especially attracting significant attention as it will effectively be the first parliamentary audit of the Jae Myung Lee administration.

As this year’s audit will take place approximately one year and four months into the Lee administration, it is expected to trigger heated exchanges over a wide range of government affairs across various standing committees.

In particular, the Legislation and Judiciary Committee will likely address a number of highly contentious issues, including the recently passed amendment to the Criminal Procedure Act that would abolish prosecutors’ supplementary investigative authority.

The Public Administration and Security Committee is also expected to be a major focus of this audit, particularly as it examines the shortage of ballot papers during the June 3 local elections.

In addition, disputes between the ruling and opposition parties are expected to continue over the deliberation of real estate tax reforms, as well as the launch of single-stock leveraged ETFs.

As the first-ever Korean law firm to issue specialized legislative journals, D&A Public Sector Relations Group has been publishing the monthly Policy & Business Report since August 2019. The August 2026 issue of the P&B Report conducted a full inspection of legislation proposed to the National Assembly Subcommittee, Standing Committee, and Plenary Session from the opening of the 22nd National Assembly on July 15, 2026, to August 14, 2026, and selected and analyzed legislation with significant impact on corporate activities. In the case of major legislation, key mentions of legislators, members of the Standing Committee, and government officials are included.
