Weekly Legislative Report for the week of  ㅡJune 20, 2022 – June 24, 2022


As the first-ever Korean law firm to issue specialized legislative journals, DR & AJU LLC has been publishing the monthly Policy & Business (P&B) Report since August 2019. The P&B Report provides analyses of plenary sessions of the National Assembly, as well as standing committee and subcommittee meetings. In addition, the firm has been co-hosting the Future Leaders Forum with the Herald Business, inviting chairpersons of standing committees to discuss relevant legislative issues and tasks.

As an extension of this service, DR & AJU has also been issuing the Weekly Legislative Report, which covers various legal issues at the center of public debate along with editorials and columns on the Serious Accidents Punishment Act (“SAPA”) from major daily news outlets. The report will be released with an update on newly proposed or pending bills. Enclosed is this week’s legislative report, and please refer to the P&B Report for further details.

① Partial Amendment to the Act on Special Measures for Strengthening Competitiveness of and Protecting National Advanced Strategic Technology

This Amendment allows universities of national advanced strategic technology to be established in government-driven specialized complexes. Seoul universities that fall under this category may also be relocated to these complexes. These universities will be designated as specialized universities of the national advanced strategic industry and be supported.

② Partial Amendment to the Act on the Regulation of Conducting Fund-raising Business Without Permission

This Amendment defines the act of receiving money or virtual assets after agreeing to pay equal to or above the total amount of the virtual assets deposited as an act of fund-raising business without permission and imposes a maximum of 5 years imprisonment with labor or a fine of up to KRW 50 million in case of violation.

③ Partial Amendment to the Trade Union and Labor Relations Adjustment Act

This Amendment obliges the user to bear the burden of proof in the event of unfair labor practice disputes.


3. Promulgated Bill(s)

④ Industrial Accident Compensation Insurance Act

This Bill abolishes the “exclusivity requirement” in the application of industrial accident compensation insurance for special types of employees and platform workers.

⑤ Partial Amendment to the Enforcement Decree of the Framework Act on Green Growth and Carbon Neutrality

This Amendment clarifies the target projects subject to climate change impact assessments.
